Shulker shells which are needed to craft shulker boxes drop from shulker mobs found in the end city structures in the end dimension. The boxes themselves do not generate filled in the world as natural blocks but empty ones can be created through crafting and dyed to change their colour.
How to get Blue Shulker Box
To make a shulker box collect shulker shells from shulker mobs in end city locations, then combine a shell with a chest in the crafting interface. Use blue dye on an undyed shulker box to change the colour to blue. In creative mode you can give yourself a blue shulker box instantly with the correct command.
